Make your ownership of your brand-new car official by registering it with the LTO before you drive it.

Step 1: Prepare the Required Documents

New locally assembled, manufactured completely built units (CBU), imported CBUs, and new locally imported trailers must meet the requirements listed below.

  • Original sales invoice
  • Original LTO copy or electronically transmitted Appropriate Insurance Certificate of Cover (Third Party Liability)
  • Original Certificate of Stock Reported (CSR)
  • Original PNP-HPG MV Clearance Certificate and Special Bank Receipt (SBR)
  • Payment Reference Number if payment is made through e-PAT

Remember that each type of vehicle has a set of additional requirements.

Additional Requirement for Brand-New Motorcycle with Sidecar

  • Original Affidavit of Attachment for sidecar executed by the owner and the mechanic who attached the extension. This document should include the date of completion.

Additional Requirements for Tax-Exempt Vehicles

  • Original duly accomplished Motor Vehicle Inspection Report (MVIR)
  • Certificate of Compliance to Emission Standard (CCES) if the unit is used-imported
  • A certified true copy of the Release Certificate if the unit is used-imported
  • DFA Endorsement

Additional Requirements for Used-Imported Vehicles (Exempted from EOO 156/877)

  • Photocopy of commercial invoice  or Certificate of Title with English translation authenticated by the Embassy
  • Original duly accomplished Motor Vehicle Inspection Report (MVIR)
  • Certificate of Compliance to Emission Standard (CCES)

Additional Requirements for Vehicles Acquired Through the No Dollar Importation (NDI) Program

  • Photocopy of commercial invoice of a motor vehicle or Certificate of Title issued by the country of origin
  • An original or certified true copy of Authority Under the No Dollar Importation. If there’s no authority, Seizure Proceedings and Notice of Award will suffice.
  • Original affidavit of first and last importation
  • Original duly accomplished Motor Vehicle Inspection Report (MVIR)
  • Certificate of Compliance to Emission Standard (CCES)
  • A certified true copy of the Release Certificate

Additional Requirements for Rebuilt Trucks and Buses (With New or Used Imported Engine and/or Chassis)

  • Photocopy of commercial/sales invoice from the country of origin
  • Original Affidavit of Rebuilt executed by the accredited rebuilder with the date of completion
  • Original Certificate of Stock Reported (CSR) of the rebuilt vehicle
  • A certified true copy of endorsement from DTI-FTEB
  • Photocopy of Certificate of Payment in case the vehicle’s parts and components are imported

Additional Requirements for Vehicles Acquired Through Public Bidding

  • A certified true copy of the Notice of Award
  • A certified true copy of the Official Receipt proving the payment of the acquisition cost

Step 2: Visit an LTO Office Near You

Step 3: Submit All Required Documents

Go to the transaction counter and hand the evaluator the necessary paperwork so they can assess the situation and determine the fees.

Step 4: Submit Your MVIR

Hold off until an LTO officer inspects your car. After that, submit your MVIR (Motor Vehicle Inspection Report).

Step 5: Pay for the Car Registration Fees

How much will the LTO registration of your vehicle cost? Here is a brief breakdown of the costs you can anticipate.

  • Initial fee: ₱1,000/category
  • Stickers and tags: ₱50 each
  • Regular plate: ₱450

Step 6: Receive Your Certificate of Registration, Plates, and Stickers

At the release counter, you can pick up your plates, stickers, registration certificates, and other paperwork.

Keep in mind that registering your car is required before you drive it. The “No Registration, No Travel” policy of the LTO forbids moving vehicles that lack a license plate. Don’t skip the LTO car registration process because the penalties can be severe.

LTO Renewal Process for Existing Vehicles

You have three years to use your LTO car registration. Once it expires, you must renew it on time to avoid paying a ₱200 weekly fine.

However, you cannot simply file for renewal by driving to an LTO office. Your license plate will reveal how to find out when your LTO registration is due, and this information is essential.

You must allow yourself at least one to two months to gather the required paperwork in this case. You won’t have to worry yourself at the last minute if you do it that way.

Just take a look at your plate number to find out when your renewal is due. The final digit represents the month in which you must renew your vehicle.

On the other hand, the second-to-last digit of your license plate number corresponds to the weekday by which you must renew your vehicle’s registration.

Your vehicle’s renewal period runs from May 22 through May 31 if, for instance, its license plate is 895.

As previously stated, you have one month to renew your vehicle’s registration.

General Requirements

  • Original LTO copy or electronically transmitted Appropriate Insurance Certificate of Cover (Third Party Liability)
  • Duly accomplished and approved Motor Vehicle Inspection Report (MVIR)
  • Original Copy of Certificate of Emission Compliance
  • Early warning device (may be required during vehicle inspection)

Additional Requirement for Tax-Exempt Vehicle

  • Original Endorsement with control number

Additional Requirement for Other Exempt Vehicle (OEV) under Special Economic Zones

  • Original certification that proves the motor vehicle is still classified as an OEV

Additional Requirements for Vehicles Used for Rentals (For Hire Units)

  • Electronically transmitted franchised confirmation or Provisional Authority (PA) or petition for an extension of validity duly received by the LTFRB with OR
  • Certified copy of the Valid Motorized Tricycle Operator’s Permit (MTOP) with Official Receipt

Additional Requirements for Stolen and Recovered Vehicles

  • Presentation of the original and submission of a photocopy of the Lifting of General Alarm
  • Presentation of the original and submission of a photocopy of the Report of Recovery
  • Presentation of the original and submission of a photocopy of the Alarm Sheet
  • Original Certificate of re-stamping in case of tampered engine/chassis
  • Original PNP Crime Laboratory (macro etching report) or National Bureau of Investigation (NBI) report fully identifying the motor vehicle and stating therein the tampering done on the engine or chassis, if any

Steps to Car Registration Renewal

The LTO renewal procedure is essentially the same as the initial car registration process. To obtain a CEC, your vehicle simply needs to pass an inspection and an emission test.

Regarding the LTO branch that serves you, you can update your vehicle’s registration at any LTO online district or extension office.

With the exception of the renewal fee of ₱400, LTO renewal costs the same as the initial registration.

LTO Inspection Process for MVIR

The MVIR, or Motor Vehicle Inspection Report, is one of the most significant requirements in the LTO car registration and renewal process.

Step 1: Submit Your Documents to the LTO Receiving Clerk

Your Official Receipt (OR) or Certificate of Registration should be submitted in its original form or a photocopy (CR).

If your vehicle is for hire, you would also need to submit your Certificate of Public Convenience (CPC) or Order for Dropping and Substitution (Change Classification).

Step 2: Pay the Corresponding Fees

According to the Department of Transportation (DoTr), having the vehicle inspected should cost the same as having its emissions tested privately. This implies that the cost will vary according to the testing facility of your choice.

Step 3: Undergo Vehicle Inspection

For the inspection report, an inspector will examine your car and test its emissions. The accuracy of the report will be confirmed by an approving officer.

Step 4: Receive Your Inspection Report and Requirements

In order to accept your MVIR and returned requirements, proceed to the releasing clerk.

If your vehicle was found to have a defect, you will be asked to fix it before returning for another inspection.

Important Note: Drivers have the choice of having the LTO inspect their car or a private inspection facility.

If you decide to go with the first option, make sure they are actually accredited and approved by the LTO.

How to Do the LTO Car Registration and Renewal Online

In a statement, the LTO said that drivers can now use the LTMS Portal to speed up “car registration and license application procedures, which may take some time and may necessitate close contact with other people — violating physical distancing protocols.”

For vehicles and licenses registered in Metro Manila, Laoag, Bayombong, Roxas, Tagbilaran, Dumaguete, Ormoc, Butuan, Pagadian, Malaybalay, Lipa, Calapan, Naga, Tagum, Davao, General Santos, and Baguio, this LTO online service is now available.

How to Use the LTO Online Portal

  1. Go to the Land Transportation Management System (LTMS) public portal.

2. Click Register Now.

3. You’ll be directed to a page featuring different transactions. Click Enroll as an Individual.

4. Supply all the required information. Once done, click Create Account. Activate the account via email.

5. Once you have an account, you can already set an LTO online appointment at your preferred LTO branch.

6. Pay your fees online for either car registration, driver’s license, car registration renewal, or motor vehicle inspection services. LTO fines for traffic violations can be paid here as well.

LTO Car Registration and Renewal Tips

  • Be early. It’s best to come before 8:00 AM to avoid long lines.
  • Don’t forget to bring your early warning device (EWD). The EWD is a mandatory car accessory (except for motorcycles and tricycles), and you might be asked to show it during your vehicle inspection.
  • Prepare loose change for the photocopier.
  • Bring a book or an entertainment device to pass time.
  • Keep your car in good running condition to prepare it for inspection.
  • Hold on to your documents and receipts to avoid delaying the process.
